Restoring Integrity and Preparedness: Stakeholders Convene on the State of Education in North-Eastern Kenya

NAIROBI, Kenya – February 13, 2026 – In a critical move to safeguard the future of learners in the frontier counties, the Horn Afric Centre for Policy Analysis, in strategic partnership with the Frontier Counties Development Council (FCDC) and the North Eastern Youth Dialogue (NEYD), hosted a high-level Stakeholders Consultative Meeting on the State of Education in North-Eastern Kenya (NEK).

The convening in Nairobi brought together regional leaders, educators, and policy advocates to address the most pressing vulnerabilities within the NEK education system. Front and center were urgent discussions regarding the region’s structural preparedness for the Competency-Based Education (CBE) transition, alongside a hard-hitting dialogue on the escalating crisis of examination cheating.

Stakeholders unanimously agreed that technical reforms must be matched with a rigorous restoration of ethics. Securing the region’s educational future requires not just classrooms, but a systemic cultural shift driven by community sensitization and localized foundational learning.

A Unified Framework for Action: The Resolutions

Moving beyond deliberation, the consultative meeting culminated in a robust, multi-pronged framework of resolutions designed to enforce accountability and drive sustainable reform. The agreed-upon resolutions mandate:

  • Evidence-Based Policy: Commissioning a region-wide, data-driven study on the true state of education in NEK to inform future resource allocation.

  • Institutional Accountability: A region-wide ethics and integrity campaign in schools, paired with an aggressive community sensitization campaign to eradicate exam cheating.

  • Foundational Integration: The formal integration of Madrasa and Dugsi learning into the Early Childhood Development Education (ECDE) system, ensuring CBE alignment respects the region’s cultural and religious fabric.

  • Grassroots Governance: Strengthening School Boards of Management (BOMs) and Parent-Teacher Associations (PTAs) to ensure local oversight.

  • Strategic Oversight: The establishment of a Standing Education Steering Committee and an aggressive resource mobilization strategy to support education across the region.

The Path Forward The commitments made on February 13th lay the groundwork for a sustained, regional intervention. These resolutions will be the driving force behind Horn-Afric’s upcoming initiatives, setting the agenda for the inaugural Annual Education Symposium slated for later this year.
